Mr DEAN ( Windermere ) - Madam President, I rise to make reference
to the current naming of our electorates. It often comes up and I know
that some changes were recently made to the naming of the electorates.
Ms Forrest - Do you want to change yours as well?
Mr DEAN - Absolutely.
Mr Parkinson - Windy Hill.
Mr DEAN - Absolutely. I will just read from the second reading speech.
First it is unclear -
Ms Forrest - Is that what he wants? Windy Hill!
Mr DEAN - I beg your pardon? Sometimes it is very good that you are
partly deaf, sometimes it is not.
First it is unclear which member of the Legislative Council represented
what, and that is absolutely right. For instance I will just talk about
my electorate of Windermere .
Very few people in that electorate understand where they are, and what
they are about. When you say 'Windermere' they say, 'No, we are not
in Windermere, nothing to do with Windermere, who do you really represent?'
It is really a pain to have to go through it with the greatest majority
of people - and it is fair to say that - who just cannot reconcile the
names of some of their electorates. The Western Tiers was changed, Wellington
was changed.
Mr Parkinson - It is funny you say that because people were the same
with Wellington.
Mr DEAN - You are right.
Ms Forrest - What would you change Windermere to then if it is not Windy
Hill?
Mr DEAN - The problem we have with my electorate and that of Rosevears
is that the obvious names would be East and West Tamar, but you then
have the West Tamar local government area so there is that conflict.
Ms Forrest - Once you amalgamate them it will do away with that problem.
Mr DEAN - Yes, you are right, that will do away with all of that problem.
You are absolutely right, it will do too.
Mrs Rattray-Wagner - What happens with your George Town people, though?
Mr DEAN - They are in East Tamar. East Tamar covers it well. West Tamar
covers that side, East Tamar covers my side. It does create some issues
and some problems and in the last bill the confusion that now exists
between the Legislative Council and local council was mentioned. During
my last campaign I would say that - and I am not exaggerating - 90 per
cent of the issues that were raised with me were local government issues.
They were not Legislative Council, State issues.
Ms Forrest - But I expect people would have seen you in the local council
role as well?
Mr DEAN - People were clear that I was standing for the seat of Windermere
in the Legislative Council.
Ms Forrest - But they also know that you are on the council.
Mr DEAN - Some would know that, some would not know that, but because
the word 'council' is used people automatically believe it is local
council and that is exactly what happens as the Leader referred to in
the last bill.
Mrs Rattray-Wagner - Do you think it should be Legislative Assembly?
Mr DEAN - I used that word, I think, in my inaugural speech in this
Chamber. I think I mentioned Legislative Assembly. There should be some
other way of identifying this House that very clearly sets it aside
from local government and that may be the way to go - the Legislative
Assembly. That is probably worthwhile thinking about.
Madam PRESIDENT - I might refer people back to the Legislative Council
Electoral Boundaries Amendment Bill not the name of what we might call
this House. Thank you.
