Mr DEAN - I want to support the Government's position on this. I know only too well what has occurred in the past, when I was in an organisation, with corporate bodies where there is ownership of vehicles and so on. It was a commonly used ploy of these organisations - and I would suggest there would be records within the Police department which could probably identify some of those organisations that have used this on a very frequent basis to avoid having the points taken off their drivers and to give their drivers protection. It is very responsible legislation in my view and I totally support it. These organisations, if they are acting responsibly, can ensure that they know who the driver of a vehicle is. I can use an example here of the Police department. Every driver of a police vehicle is required to identify that they are driving that vehicle at a certain time and place. That is responsible. It was not the situation, I might add, when this legislation first came into being and hence they had the same position there of 'You can never identify the driver'. This is responsible and will ensure, I would suggest, in 99 per cent of the cases - it is probably now about 50 per cent of the cases - that we will be able to identify the driver. In a lot of instances it is the same driver. They are absolutely irresponsible and need to be caught and lose their licences at the end of the day. Mr DEAN - Madam Deputy Chair, I wanted to make the comment that I notice in this bill also that there is a specific section which allows the Commissioner of Police to authorise police officers to withdraw these matters in particular cases. That is unusual for an act because in most situations the police do have the right not to proceed with a charge. I suspect strongly that that is also there to cover the position that the honourable member for Nelson has raised. Ms Thorp - Yes, thank you.
